Such an appointee shall not be eligible for transfer, for whatsoever reason, during the temporary service of five years, it according to GNS said. “Provided that any person appointed against any available vacancy on the basis of being a resident of a backward area or an area adjoining Line of Actual Control shall serve in such areas for a period of not less than seven years. The government said the recruitment policy aims at fast tracking the recruitment process for speedy implementation of the development projects, enhancing the outreach and quality of public service and providing good governance to the citizens of the State through greater access, inclusivity and equity in the decision making process, the government said on Thursday. The government said that it also aims at filling up “chronic and critical” manpower gaps in remote and backward areas of the State and vital social sectors such as Health and Education that have a direct and significant bearing on human resources, capabilities and quality of life. It also aimed at progressively making the public service performance-linked by placing the new entrants on probation of five years of service and to be assessed on clearly specified and monitorable benchmarks of performance, it said. It also intended to reduce the cost burden on Government exchequer on account of new recruitments, it added. . “The recruitment in the State can be made at State, Divisional and District levels in terms of the Jammu & Kashmir Civil Services Decentralization and Recruitment Rules. These rules were notified vide SRO-375 of 2010 dated 21.10.2010 providing for the candidates to belong to a District, Division of the District/Divisional post he applies for.” The government according to GNS said that as an exception, owing to the negligible or no presence of the Scheduled Caste community in the Districts of Kashmir Division, a provision has been kept in the Jammu & Kashmir Civil Services Decentralization and Recruitment Rules, 2010 to allow candidates of the Scheduled Caste community to apply for posts reserved for the community in any District of the State. The task of undertaking selections against gazetted posts has been assigned to the Jammu & Kashmir Public Service Commission, the government said. On the other hand, it said, the task of undertaking selections against non-gazetted posts has been assigned to the Jammu & Kashmir Services Selection Board.” “In respect of recruitment against Class-IV vacancies, the task of selection has been assigned to District-level Committees. The impetus is on filling up vacancies in all the three cadres on a fast-track basis with equal emphasis.”
