DDC Complemented for Progress on CM Committements

Pulwama 15 February 2018 (KNO) : Divisional Commissioner Kashmir, Baseer Ahmad Khan today chaired a meeting at Meeting Hall Pulwama to review the progress made so far on Chief Minister's decisions for District Pulwama. DDC Pulwama, Ghulam Mohammad Dar briefed the Divisional Commissioner Kashmir in detail about action taken report on Chief Minister's commitments which she had made to the general public during the recent public durbar held at pulwama in the month of September 2017 through a power point presentation. The house was informed that out of 179 directions passed by Chief Minister in the district 47 decisions were fully implemented, 11 decisions have been partially implemented and 99 decisions are under various phases of implementation and 32 decisions were dropped due to their non feasibility. While taking sector wise detailed review of the decisions, Divisional Commissioner Kashmir was informed that in PHE out of total 23 decisions, 15 decissions were implemented and 6 decisions are under implementation. Briefing the house Chief Engineer PHE informed that all the major committemnts have been fulfilled which among others include providing tube wells for Ziyarat Shareef Awantipora, supply of water through pipes to Amirabad Tral, Sinking of well at Reshipora, bringing of water from Dil Nag tpo Khankah Faiz Pannah Tral, repairing of Gulshanabad Rajpora Filtration Plant, sinking of tube well at Puichal for making availability of abpashi water etc. The meeting was informed that in R&B Sector out of 32 decissions, 6 decissions have been fully implemented and 17 decissions are under implantation process which mainly include the macdamization works Major decissions which have been fully implemented among others include Lajoora-Karewa, Pinglena-Gundipora, Pinglkena-Ratnipora, Chakoora-Gulzarpora etc. Further Divisional Commissioner was informed that remaining decissions are also under various phases of implementation, however in view of the prevailing weather conditions, the macdamization work was stopped and will be taken to its logical conclusion as soon as the weather conditions will permit the department to start the work. Further it was given that with regard to the construction of Community hall at Pulwama , a long pending demand of the people of pulwma, Divisional Commissioner was informed a DPR for Rs.7.95 crore has been framed and submitted to Planning Department for the release of funds funding. However, till the funds will be released it was stated by the concerned authorities that the work on walling around the premises will begin very shortly. With respect to RDD department it was given out that out of 13 decisions 7 have been implemented which among others include beautification of Spring , construction of playground, bathroom, repairing of lanes and by lanes at Chandgam and establishment of sports stadium at Newa. It was given out that PDD department has replaced conductor and poles at Banduna, provided transform at Takya Saifullah Pahoo and installed 250 KV transformer at Puchal, While as Flood and Control Department has constructed new flood control gate and flood protection bund at Naina and work on protection wall on Eid Gah Pampore is under progress and wil be completed within 15 days. With regard to up gradation of Naina Hospital to SDH, the august house was briefed that the proposal for creation of additional Staff to make the NTPHC functional 24x7 has been submitted to Administrative Department along with request to release Rs. 80.00 lacs as additionality for purchase of additional equipment’s by Director Health. With regard to construction of separate Maternity hospital for Pulwama, Div. Comm was informed that land has already been identified at Chandgam Pulwama. However till the time separate maternity hospital is constructed, the same can be made functional on temporary basis in SDH Rajpora where space is available. In this respect proposal for additional staff has been submitted to H&ME department for creation and also demand for Rs. 2.00 core for purchase of machinery equipment has been projected. Div Comm directed the health department to take up this matter with Commissioner Seceratary Health for further action. With regard to establishment of maternity hospital at Aripal Tral, it was given out that at Aripal SHC is functioning and recently government has approved construction of new building for said institution .Since the area is far flung and people cannot afford to come to SDH Tral particularly during in winter season and hence maternity facility needed. In this regard the proposal has ben submitted to administrative Department. However, a new building at a cost of Rs 186.00 lacs is under construction. Another important demand with respect to augmentation of District hospital Pulwama was the Installation of C.T Scan machine. The concerned health officials informed the meeting that Directorate of Health Services has released funds to thye tune of Rs 2.5 Crore to JK MSC ltd. for procurement of C.T Scan for Distt. Hospital Pulwama. It was further discussed that since the procuring of the said machine has got delayed to a larger extent, DDC requested the Div Comm that if the funds will be placed at the disposal of DDC, the same machinery can be purchased from District level purchasing committee so that District Hospital may be augmented with CT Scan machine at its earliest. The JKPCC informed the meeting that out of 4 decisions, one decision has been fullu implemented. The shifting of model of Khankah-e-Faiz Panah has been handed over to the authorities of of Khankah-e-Faiz Panah Tral With respect to the construction of Dogripora and Reshipora bridges, DDC appraised the house that the two bridges were taken up at an estimated cost of Rs.14.38 cores and Rs.10.94 Crores respectively. However, it has been decided to focus on Dugripora bridge till its completion. The meeting was informed that the work on Dogripora Bridge is on full swing and it is expected that this mega project will be completed by the current financial year only. Regarding the extension of Fruit Mandi Pulwama, Div. Com was briefed that Land acquisition proceedings has been completed and award formulated. Against an availability of Rs 3.5 Crore, disbursement of Rs 3.5 Crore has been made. Further out of the additional requirement of Rs 6.90 Crore, Rs 2.0 Crore has been released by the Planning and monitoring department. The Divisional Commissioner stressed on time-bound completion of all the CM's directions on priority. Calling for complete synergy between various Departments involved in infrastructure building, the Div. Com stressed on strict adherence to timelines for completion of all on-going projects and accordingly set a deadline of 31st March 2018 for the completion of all the CM commitments which are under various phases of implementation. Lauding the efforts of DDC and his entire team of district officers for their commendable work in fulfilling the commitments given by the CM within the given time frame , Divisional Commissioner directed the DDC to ensure no stone should be left unturned in fulfilling all the commitments as desired by Chief Minister. He also asked them for keeping a strict check over quality of works, for which Divisional Commissioner directed the DDC to frame a monitoring team which should be tasked for the overall supervision of the various works being executed in the district. Chief Engineer PHE & I &FC, SE PDD &R&B, ADC Pulwama ACR, Pulwama, ACD Pulwama , Exens of PHE, PDD, R&B, CMO, District officers of Education, Social Welfare, Transport, Forest, Agriculture, District Youth Service & Sports, Sheep Husbandry, Labour, Horticulture, Fisheries, Industries, Tehsildars, BDOs, JKPCC, and other concerned departments were also present in the meeting (KNO)
