Vigilance registers cases against X-officials of MC Pahalgam, PDA | KNO

Vigilance Organization Kashmir (VOK) today registered two cases against the then Administrators/ Executive Officers of M.C. Pahalgam and former Chief Executive Officers of Pahalgam development Authority and others under Prevention of Corruption Act on the outcome of an Enquiry regarding irregularities in functioning of Municipal Committee, Pahalgam and Pahalgam Development Authority (PDA).

On the basis of an enquiry it has been revealed that different purchases have been made by Municipal Committee Pahalgam w.e.f year 2000 to 2015 without adhering to codal formalities, besides causing huge loss to State exchequer. In addition, the enquiry further reveals that appointments/ regularizations of consolidated/class 4th employees have made by the Administrators/Executive Officers of M.C. Pahalgam in total violation to prevailing rules and procedures etc. besides, some employees were appointed at M.C. Pahalgam who belong to other Districts.

The payments of Rs. 4,26,058/- were made to various quarters by the officers/officials without adopting the codal procedures and prior approval from the competent authority. In addition to these allegations, it has come to fore that Pahalgam Development Authority had allowed the illegal constructions in Pahalgam particularly Mavoora and Yenned area in total violation to the directions of Hon’ble High Court of J&K. Besides the store indent, stock register and income expenditure statements of PDA have also huge indiscrepancies and there is huge bungling in allotments of paying guest house schemes in the said area during 2000 to 2015.

The said commissions and omissions on behalf of the then Administrators/ Executive Officers of M.C. Pahalgam, then Chief Executive Officers of Pahalgam development Authority and others have abused their official positions resulted in pecuniary benefits to themselves and beneficiaries and loss to the State exchequer from time to time invokes the provisions of section 05 of J&K Prevention Act, SVT. 2006 and accordingly two cases FIR NO. 14/2018 & FIR No. 15/2018 U/S 5 (1) (C), 5(1) (d) r/w 5(2) J&K PC Act SVT., 2006 and Section 120/B RPC in P/S VOK were registered and investigation of both the cases were taken up
