Srinagar, July 31 (KNO) : CPI (M) leader and MLA Kulgam Mohammad Yousuf Tarigam Tuesday urged the Governor administration to reconsider its decision taken in State Administrative Council (SAC) regarding shifting of prisoners detained under Public Safety Act (PSA) to outside state jails.
The SAC has cleared a proposal to delete a provision in the PSA that barred authorities from lodging J&K residents in outside state jails. In a statement he said, “Our position has been consistent on the PSA that it is draconian law and contradictory to justice system.
There are enough provisions in existing laws where a person can be kept under preventive detention. There is no need of harsher laws like PSA in a democratic setup.” There are instances where persons have been detained multiple times under the PSA even after courts released them. We had brought a bill in the Assembly to amend the PSA and remove harsher clauses in it.
But unfortunately, then government didn’t allow it to happen. The CPI (M) leader said that once the prisoners detained under PSA are shifted to outside state jails, it will cause lot of incontinence to their families. We urge the Hon’ble Governor to reconsider the SAC decision regarding “The Jammu and Kashmir Public Safety (Amendment) Bill, 2018.”
