Srinagar, December 22 (KNO) : Deputy Commissioner (DC) and Senior Superintendent of Police (SSP) Kupwara submitted the report before the State Human Rights Commission (SHRC) in connection with the killing of a man.
DC and SSP in a reply to SHRC stated that Army fired warning shots after noticing a suspicious movement during cordon at Kakav Gali in north Kashmir's Kupwara district after which a person took shelter behind the boulders and a stray bullet hit him after which he succumbed.
The report submitted by Deputy Commissioner Kupwara and SSP of the district in their report state that on September 27, 2018, an Army ambush noticed a suspicious movement at Kakav Gali after which many warnings were issued but the suspicious person didn't stop.
"Army fired several shots in the air but the said person took shelter behind the boulders. A stray bullet hit him after first hitting the boulder after which he was taken to nearby army facility where he succumbed," the report reads, adding that efforts to ascertain the identity of the slain couldn't fructify.
The reply from DC Kupwara and SSP of the district has come in response of the case filed by the Chairman International Forum for Justice and Human Rights Muhammad Ahsan Untoo under case SHRC/333/Kupwara/2018, a statement issued to KNO reads.
The petitioner however said that from the possession of slain, a SIM card and a bag was recovered after which police station Kralpora stated that that he was a Beacon official.
DC Kupwara and SSP in their report claim that efforts were made through social media to get the slain identified but to no avail. "He was later buried in Rangwar Marsari area in presence of executive magistrate and medical officer," the report reads.
The petitioner however termed official claim a bunch of lies and demanded a high level probe in the incident saying beacon official was killed in a cold blood. "He wasn't carrying any weapon and yet got killed for ignoring warnings. This sounds a joke," he said and urged SHRC to get the case investigated at the highest level.
Meanwhile, SHRC observed that the whereabouts of the deceased need to be ascertained in any case so that the family of slain received some relief from the commission. The case is listed on March 8, 2019.(KNO)
