There is the prohibition of using JCB in digging by the telecom companies contractors while the companies are using same on 49 km stretch of Bhaderwah Chamba road under the nose of local administration and R&B without facing any action.Sources termed the unholy nexus of Private Telecom companies and R&B officers detrimental to condition of Bhaderwah Chamba and Bani road and alleged that the black toped Bhaderwah Chamba road is being dug by JCBs giving an ugly look to the newly repaired and constructed road. “The drain like structure formed due to digging has made the roads accident prone and threat for the passengers,” sources alleged.“What is the fun of repairing and constructing a road which they are damaging “said local sources while pointing towards the condition of road .Sources informed that the company contractor carried out the digging at night on roads to avoid getting caught and after laying the cables, fill the dug up area with rubbles and leave and said If they are working for the betterment of area the company and government agencies should work under the ambit of law as they had no authorisation to dig up a road with machinery and JCBs . This in turn damages the road.Many residents said they feel bad when clean roads were dug using a JCB and they felt helpless to see the destruction. “The basic issue is why such thing is allowed to happen and why agencies like Roads and Buildings (R&B) Department and local administration remain silent over the whole matter,” said sources .However, when it comes to repairs, the government agencies never follow the rules. Also, the telecom companies are the worst offenders. In other cities, the civic bodies have created permanent underground ducts alongside roads for laying cables, but it hasn’t been considered in Bhaderwah and Doda roads .“It’s frustrating at times to see well-maintained roads being dug up using a JCB machine in broad day light and in night hours . We feel helpless as there is no policy to stop the repeated digging. At times, I feel we are in a war zone and trenches are being dug up,” said residents . Sources also provided video to this media person in which JCBs are seen dugging the Bhaderwah Chamba road in broad day light and in night hours under the nose of R&B officials who are in charge of the same road . “There is some inherent problem in our system which does not want to see clear roads. They are happy in first constructing these and then destroying them. There is no urban planning,” said sources , while pointing towards condition of Bhaderwah Chamba road .Local residents alleged that government agencies has failed to take action against the telecom companies contractors which have dug roads by JCB to lay the cables and have left them unrepaired. “There is the prohibition against use of JCB machines but companies are violating the rules with impunity as we have shown you proof through video clip ,” said a residents .“We are appealing PWD Minster for the intervention so that the important Bhaderwah Chamba and Bani roads may be saved from destruction” they said and also demanded responsibility should also be fixed . .It is worthwhile to mention here that to minimize the damage to the existing infrastructure, reportedly government has put a blanket ban on digging of motor able roads with machines to lay underground cables and this stretch has been recently upgraded after spending Rs 80 crore under Central Road Fund (CRF).
