Issues more prohibitory orders to save human lives, sufficient measures for essential, emergency services

Srinagar, Mar 25 (KNO): In order to prevent spread of Coronavirus, the district administration Srinagar government on Wednesday said further prohibitory measures are necessarily required to be put in place to safeguard human lives. The deputy commissioner Srinagar Dr Shahid Choudhary said any violator will invite action under section 188 Indian Penal Code (IPC). In this regard, Deputy Commissioner Srinagar Shahid Choudhary who also heads the District Disaster Management Authority (DDMA) said that he is satisfied that currently; sufficient measures are in place for essential services and emergency response. According to wire service, Kashmir News Observer—(KNO), Choudhary in this regard issued an order number DCS/PS/19/1683-95. The order reads that, “There will be complete restrictions on movement of public or private transport and any assembly of people at any place including public, social or religious premises. Passes shall be issued only in emergent rare cases.” The government in possession with KNO, states that “The essential services departments shall be allowed to move only on production of movement pass issued by the District Magistrate.” He said, “Heads of Departments shall immediately devise mechanism to operate the services with lowest minimum possible manpower and have the movement passes issued for them.” Choudhary said that the passes will be provided only after recording a certificate that options for residential accommodation of officials near the operational locations have been exhausted. “DDMA shall make transport available to Power, PHE, PWD (repair staff), staff on for movement of staff every morning and evening to ensure Staff on minimizing footprint,” he said adding, “Requisitions shall be made to DDMA accordingly.” "The DDMA chairman also said that the PHE tankers, PDD VANS, SMC Vehicles on operational duty shall be allowed to move with duty certificate. “Due care shall be given that only minimal vehicles and manpower is deployed.” He said, “Doctors, paramedical staff, ambulances and such officers deployed on duty by the District Disaster Management Authority with "COVID-19" emergency response duty shall be allowed to move on production of identity cards.” In the order, DC Srinagar also said that the mechanism evolved and established for Home-Delivery of PDS ration and /or Groceries, shall be implemented only through the machinery, manpower, vehicles deployed by authority of DDMA. “This shall also be done only after proper sanitization and precautions certified to be on place by the Competent Authority designated by DDMA. The restrictions shall remain in place at 12AM on 26th March 2020, 6PM on 15th April 2020,” he said—(KNO)
