Jammu, Feb 17 (KNO): The Jammu and Kashmir government on Tuesday said that no Centrally Sponsored Scheme (CSS) is presently being implemented by the Labour and Employment Department exclusively for the welfare of building and construction workers in the Union Territory.
Replying to a question in the Legislative Assembly tabled by MLA Chadoora Ali Mohammad Dar regarding welfare schemes, the government, as reported by the news agency—Kashmir News Observer (KNO), said that welfare of building and other construction workers (BOCWs) is being ensured through the Jammu and Kashmir Building and Other Construction Workers Welfare Board under the provisions of the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, which now stands subsumed under the Code on Social Security, 2020, enforced with effect from November 21, 2025.
"The Welfare Board is mandated to implement welfare-oriented measures for registered construction workers and provide assistance related to health, safety, education, social security, and welfare of dependent family members," it said.
According to the government, the major welfare schemes currently in force include financial assistance in case of accidental death and permanent disability, ex-gratia assistance in case of natural death, educational scholarships for children, marriage assistance for daughters, maternity benefits for registered female workers, medical assistance for serious ailments, funeral assistance, old-age pension/assistance, and skill development and safety training programmes.
The government further informed that the Code on Social Security, 2020, has been made operational in the Union Territory, and draft rules under the Code are under process.
Upon final publication of the rules, statutory boards, including the Building and Other Construction Workers Welfare Board and the Social Security Board for Unorganised Workers, as well as boards for gig and platform workers, shall be constituted or reconstituted to ensure enhanced social security coverage—(KNO)
