Govt mandates JKPaySys for PDD staff salaries | KNO

Srinagar, May 07 (KNO): The government Thursday ordered shifting of salary disbursement for employees of four power corporations under the Power Development Department (PDD) to the Jammu & Kashmir Payment System (JKPaySys) platform, mandating an ‘employee-wise CPIS based’ drawl. According to the news agency—Kashmir News Observer (KNO), Financial Commissioner (ACS), Shailendra Kumar in an order said the employee-wise salary after its shifting to JKPaySys Portal, shall continue to be debited to the Account Head - Grants-in-Aid (GIA-036)- Salary, which is already mapped and available within the JKPaySys system. “Sanction is accorded for ‘employees-wise CPIS based’ drawal of Salary of the employees of JKPCL, JKPTCL, KPDCL & JPDCL Corporations falling under the administrative control of the PDD,” it reads. The order said that the shifting of salary disbursement shall be done after updation of the CPIS system on HRM Portal to ensure standardization, transparency and efficiency in salary processing, the Employee-wise salary disbursement shall be processed through the JKPaySys platform in line with the system already in operation across other Government Departments, Sectors. “The implementation of the system shall be carried out at the level of the concerned CP&AO/&AOs who are already operating upon the treasuries,” it reads. It also said that the coverage under this system shall be restricted only to those employees of the Power Development Department (PDD) who are on deputation (including those from other Government Departments) to these Corporations: viz JKPCL, JKPTCL, KPDCL & JPDCL and are registered on the HRMS platform; and were appointed prior to October, 2019 (i.e., the date of unbundling). “Employees directly engaged by the Corporations, whether before or after unbundling, shall not be mapped in the JKPaySys system and they shall continue to receive their salaries through the existing procedure to remain out of this arrangement,” reads the order. The order further said that the entire process for shifting the drawls of salaries to JKPaYSyS Portal shall be carried out in accordance with the flow chart issued by the government and shall be operated from the month of May, 2026—(KNO)
