Prime Minister’s Development Package for J&K records 81% completion | KNO

Srinagar, Jan 17 (KNO): As many as 81.13% of projects sanctioned under the Prime Minister’s Development Package (PMDP) for Jammu & Kashmir have been completed or substantially completed, official documents reveal. Documents in possession of the news agency—Kashmir News Observer (KNO) show that significant progress has been made in the implementation of the mega development package in J&K. “As of November 2025, significant progress has been made, with 29 projects (nine by the Government of India and 20 by the Government of Jammu & Kashmir) completed, and 14 projects (4 by the Government of India and 10 by the Government of Jammu & Kashmir) substantially completed. Collectively, this represents 81.13% of the total projects,” the documents state. The documents further reveal that an expenditure of Rs 54986.17 crore has been incurred under the package. “A total of Rs 56946.58 crore has been released for the 53 projects. As of November 2025, Rs 54986.17 crore (96.56% of the released amount) has been expended,” the documents add. On November 7, 2015, Prime Minister Narendra Modi announced a Rs 80068 crore mega financial package for Jammu & Kashmir, with a focus on humanitarian relief, crisis management, social infrastructure, development projects, and economic infrastructure. At the time of its announcement, the PMDP comprised 63 projects for erstwhile state of J&K. Following the reorganisation of J&K, 53 projects remained applicable to the Union Territory. While the PMDP’s total financial outlay for J&K was Rs 58484 crore, the total sanctioned cost of these projects stood at Rs 68905 crore. The sanctioned cost of certain projects-primarily those under the Ministry of Road Transport and Highways (MORTH) executed on a build-operate-transfer (BOT) basis-has exceeded the allocations initially provided in the Prime Minister’s Development Package (PMDP) as approved in 2015—(KNO)
