J&K gets 29 loans worth Rs 3.97 cr under SVAMITVA property cards: Centre | KNO

Srinagar, Aug 12 (KNO): Jammu and Kashmir has recorded 29 loans amounting to Rs 3.97 crore disbursed on the basis of SVAMITVA property cards, while Ladakh reported nine such loans worth Rs 1.61 crore, the Centre informed the Lok Sabha on Tuesday. The information was provided by Union Minister of Panchayati Raj Rajiv Ranjan Singh alias Lalan Singh in reply to Lok Sabha Unstarred Question No. 3777 regarding incorrect demarcation of land. The question was raised by Devesh Shakya, Iqra Choudhary, Ruchi Vira and Neeraj Maurya. According to the data placed before the House, accessed by the news agency—Kashmir News Observer (KNO), 11,147 loans worth Rs 1,713 crore have been disbursed nationally on the basis of SVAMITVA property cards. The annexure shows 29 loans worth Rs 397.21 lakh in Jammu and Kashmir and nine loans worth Rs 161.18 lakh in Ladakh. The Ministry said the SVAMITVA Scheme aims to provide Records of Rights to property owners in rural inhabited areas. Under the scheme, drone surveys and Continuously Operating Reference Stations (CORS) technology are used to prepare high-accuracy maps of village abadi areas and clearly demarcate property boundaries. As on August 5, 2026, a total of 2.72 crore property cards had been distributed across the country, including 1.04 crore in Uttar Pradesh. The Ministry said it is working with the Department of Financial Services and State Revenue Departments to facilitate acceptance of property cards for bank loans, with State Level Bankers Committees being used to streamline the process. On concerns regarding the reliability of digital data and property records, the government said draft maps are published by State Governments for claims and objections under respective State Revenue Acts. It said accuracy is ensured through drone surveys, ground verification, public scrutiny and resolution of objections before finalisation of ownership records. The Centre further said that the SVAMITVA framework provides for transparent survey, ground verification and disposal of objections before property cards are finalised. In cases where genuine technical issues or survey deficiencies are identified, corrective measures, including re-flying of drones, are undertaken as required. The Ministry, however, said it does not maintain data on family disputes and litigation arising from alleged incorrect demarcation, nor does it maintain the number of cases where banks have refused to accept property cards as collateral—(KNO)
