Srinagar, Mar 22 (KNO): The Jammu and Kashmir government on Saturday said that the Chest Diseases (CD) Hospital at Dalgate is currently operating in a heritage building, while Detailed Project Report (DPR) for the new building has been prepared but not approved yet. In a written reply to a question by MLA Ahsan Pardesi, the Health & Medical Education Department as per the news agency—Kashmir News Observer (KNO) said that Chest Disease Hospital is operating from a heritage building while a DPR (Detailed Project Report) was prepared for the construction of a G+4 multistoried building for the Chest Diseases Hospital, the project could not be finalized due to pending replies from the executing agency, JKPCC Ltd on the observations raised by the Development Commissioner (Works), PW(R&B) Department. “As a result, no Accord of Administrative Approval (AAA) was issued for the execution of the work,” Sakina said, adding that "The DPR of hospital was submitted to Development Commissioner (Works), PW(R&B) Department for Technical Vetting of cost estimates, who returned the same with some observations. The observations were not replied by the JKPCC Ltd. and as such, the work could not be accorded with Administrative Approval leading to non-execution of work." “Besides, other reasons which led to non-execution of the work were COVID-19 pandemic halted all developmental activities including construction of the said building and the CD Hospital was designated as Covid-19 Hospital due to which no construction/ developmental works were taken up at site while the subsuming of JKPCC with PWD(R&B) further hampered the process. The department intends to get a new DPR prepared from PW(R&B) Department as per the prevailing Schedule of Rates (SoR) and after securing necessary requisite clearances/NOCs,” she added—(KNO)
