Health Dept warns employees against bypassing official channels for grievances | KNO

Srinagar, Jan 22 (KNO): The Health and Medical Education (H&ME) Department has issued a warning and directives to all employees regarding the submission of representations to higher authorities without following official channels. In a circular accessed by the news agency—Kashmir News Observer (KNO), the H&ME Department has directed the employees to refrain from directly approaching the administrative department and urged them to adhere to prescribed procedures. According to the circular, the department has received an increasing number of representations from employees seeking inter-cadre deputation and transfers without the knowledge of their controlling officers and Heads of Departments. Such actions are violations of the Jammu and Kashmir Civil Services Conduct Rules, 1956, the department said, adding that these “have been viewed seriously by the authorities” and “results in wastage of time and resources”. To curb this practice and streamline the communication process, the H&ME Department has urged all officers and officials of the Health & Medical Education Department to cease direct approaches to the Administrative Department. Instead, they were instructed to follow the prescribed procedures and seek redressal through appropriate authorities, such as Controlling Officers and Heads of Departments. The order also outlined specific conditions for inter-cadre deputations, which require officials to have completed their probation satisfactorily and ensure reciprocal basis against identical posts. Any inter-cadre deputation without reciprocal basis would only be considered on compelling medical or humanitarian grounds, it mentioned. These instructions must be strictly adhered to and any violation by employees will invite stringent disciplinary action as per rules, according to the circular—(KNO)
