Details two-phase plan, training, digital tools and citizen participation; self-enumeration portal opening on May 17; Says door-to-door enumeration, GIS-mapped blocks, mobile apps in 16 languages part of exercise; 27,788 enumerators, 4,014 supervisors to be deployed across UTs; Multi-level training provided, strong data privacy measures taken Calls for citizen participation for accurate, comprehensive digital-first counting Rehan Qayoom Mir Srinagar, Apr 02 (KNO): With the Jammu & Kashmir and Ladakh preparing for the Census 2027, a historic exercise that will leverage digital tools, including self-enumeration, mobile-based data collection and GIS mapping, Arun Kumar, Joint Director of Census Operations for J&K and Ladakh, according to the news agency—Kashmir News Observer (KNO) on Thursday explained the process in a detailed question-answer session with the media here in Srinagar, covering the phases, methodology, tools, training and citizen participation. ‘Q&A, Census 2027 in J&K & Ladakh’ Q: What is the background of the Census and why is it important? Arun Kumar: Census is a union subject, listed at point 69 of the 7th Schedule of the Constitution. Conducting it on such a large scale requires legal backing under the Census Act 1948 and Census Rules 1990. Participation of the state and UT administrations is crucial. Census data is essential for governance, planning and effective delivery of welfare schemes. Q: Who manages the Census at national and state levels? Arun Kumar: The Census is governed by the Union Home Minister, under whom is the Home Secretary. The Registrar General and Census Commissioner of India heads national operations. Currently, Mrityunjay Kumar Narayan is the Census Commissioner. At the state level: Director of Census Operations J&K & Ladakh: Amit Sharma, IAS. State Nodal Officer: Principal Secretary of Planning. District Level: Deputy Commissioners act as Principal Census Officers. Field Staff: Appointed enumerators and supervisors conduct door-to-door enumeration. Q: What are the phases and timelines of Census 2027? Arun Kumar: Phase 1 – House Listing & Housing Census: Self-Enumeration Portal: May 17 – May 31, 2026. Door-to-Door Enumeration by Enumerators: June 1 – June 30, 2026. Purpose: Finalize frame for population enumeration. Snow-Bound Areas: September 2026. Phase 2 – Population Enumeration: General Areas: February 2027. Reference Date: 00:00 hours, March 1, 2027. Snow-Bound Areas: October 1, 2026. Notifications for both phases have been issued by the Central Government and UT administration. Q: What questions will be asked during the Census? Arun Kumar: Enumerators must follow notified questionnaires and only. Questions include housing conditions and ownership, household amenities such as water, electricity, and sanitation, and asset possession like radio, laptop and other items. Administrative boundaries for districts and villages have been frozen as of January 1, 2026, to ensure data consistency. Any changes will be implemented only after the Census. Q: How is preparation and training being conducted? Arun Kumar: Instruction Manuals are prepared in 19 languages (English + 18 regional languages). Field Trials were conducted in November 2025. Chief Secretary Conference was held in January 2026 for final decisions. Training Cascade: National trainers → State master trainers → Field trainers → Enumerator supervisors. Intensive 3-day training for supervisors. Q: How will data be collected digitally? Mobile App: Available in 16 languages, downloaded on enumerators’ own devices (Bring Your Own Device model). Self-Enumeration Portal: Open 15 days before door-to-door collection. Citizens can verify household data and generate a self-enumeration ID. GIS Mapping: Enumeration blocks geo-referenced for accuracy. Census Management and Monitoring System Portal: Tracks functionaries, training, batches and real-time field data. Q: How is data security ensured? Arun Kumar: End-to-end encryption at all levels. Data processed in secure NIC-managed data centers. Citizens’ privacy fully protected. Q: Who will conduct the Census in the field? Enumerators: Usually state government employees, including teachers and clerks. Supervisors: One per enumerator. Numbers: 27,788 enumerators, 4,014 supervisors. Appointments are issued by charge officers, with ID cards, authorization letters and QR codes for verification. No private recruitment; all manpower comes from government employees. Q: How is citizen participation encouraged? Citizens can fill their household data online via the self-enumeration portal se.census.gov.in. Self-enumeration ID can be presented to enumerators for verification. Participation of senior officials and constitutional authorities will encourage wider public involvement. Q: What is the budget and scale of Census 2027? Budget: Approximately Rs 12,000 crore allocated. Scale: Thousands of enumerators and supervisors to be deployed across J&K and Ladakh. Technology: Mobile apps, GIS mapping, and online monitoring to ensure data accuracy and completeness. The key highlights are a two-phase digital Census with self-enumeration and door-to-door enumeration. Self-enumeration portal opens May 17, 2026. GIS-mapped enumeration blocks ensure accurate coverage. 27,788 enumerators and 4,014 supervisors manage operations. Multi-level training ensures quality and coverage. Data privacy and security are guaranteed. Active participation of citizens and senior officials is encouraged. Meanwhile, Arun Kumar adds, “This Census marks a historic move toward digital enumeration. Public participation is key to accurate data, which forms the foundation for governance, planning and welfare delivery.
