Srinagar, Apr 02 (KNO): With the Jammu & Kashmir and Ladakh preparing for the Census 2027, a historic exercise that will leverage digital tools, including self-enumeration, mobile-based data collection and GIS mapping, Arun Kumar, Joint Director of Census Operations for J&K and Ladakh, according to the news agency—Kashmir News Observer (KNO) on Thursday explained the process in a detailed question-answer session with the media here in Srinagar, covering the phases, methodology, tools, training and citizen participation.

Q: What is the background of the Census and why is it important?
Arun Kumar: Census is a union subject, listed at point 69 of the 7th Schedule of the Constitution. Conducting it on such a large scale requires legal backing under the Census Act 1948 and Census Rules 1990. Participation of the state and UT administrations is crucial. Census data is essential for governance, planning and effective delivery of welfare schemes.
Q: Who manages the Census at national and state levels?
Arun Kumar: The Census is governed by the Union Home Minister, under whom is the Home Secretary. The Registrar General and Census Commissioner of India heads national operations. Currently, Mrityunjay Kumar Narayan is the Census Commissioner.

State Nodal Officer: Principal Secretary of Planning.

Administrative boundaries for districts and villages have been frozen as of January 1, 2026, to ensure data consistency. Any changes will be implemented only after the Census.

Arun Kumar: Instruction Manuals are prepared in 19 languages (English + 18 regional languages).
Field Trials were conducted in November 2025.
